Baltic Sea Hydrogen Regional Accelerator

BaHyRa (Baltic Sea Hydrogen Regional Accelerator) is an international cooperation project aimed at accelerating the development of the hydrogen economy in the Baltic Sea region. The project was established to bridge gaps in regional cooperation, skills development, and policy-making.
What is BaHyRa?
BaHyRa creates a structured cooperation platform between national hydrogen organisations, industry, educational institutions, and policy-makers. The project brings together partners from nine countries:
- Estonia
- Latvia
- Lithuania
- Finland
- Sweden
- Poland
- Denmark
- Germany
- Ukraine
Key Project Objectives
The project focuses on the following activities:
- Mapping hydrogen projects: An overview of existing and planned hydrogen projects in the region is compiled to identify strengths and opportunities for cooperation.
- Skills and education development: Hydrogen-related education programmes are mapped and industry needs assessed to ensure workforce readiness for the future.
- Policy harmonisation: Collaboration with decision-makers and politicians to improve investment conditions and the regulatory environment for the hydrogen sector.
- Raising awareness: Project results are presented at conferences and events across the region.
Why Does This Matter?
The Baltic Sea region stands at a crossroads of the energy transition. Hydrogen is a key factor in ensuring energy security, reducing carbon emissions, and transforming industry. BaHyRa helps ensure that hydrogen development does not happen in isolated sectors, but in a coordinated and integrated manner across the entire region.

BaHyRa Launched at H2 Summit in Tampere
At the second edition of H2 Summit & Expo, the BaHyRa project , Baltic Sea Hydrogen Regional Accelerator was officially introduced to an international audience and held its formal kick-off meeting in Tampere.
The project is led by Vätgas Sverige and brings together partners from nine countries across the Baltic Sea region.This project is funded by the Swedish Institute (#FundedbySI).
Accelerating Hydrogen Development in the Baltic Sea Region
BaHyRa is an international cooperation project designed to accelerate the development of the hydrogen economy in the Baltic Sea region. It establishes a structured collaborationplatform between national hydrogen associations, industry, educational institutions and policymakers in Estonia, Latvia, Lithuania, Finland, Sweden, Poland, Denmark, Germany and Ukraine.
The project focuses on:
- Mapping existing and planned hydrogen projects across the region
- Assessing skills needs and educational programmes to support workforce readiness
- Strengthening policy dialogue to improve investment and regulatory conditions
- Increasing visibility of the region’s hydrogen potential
The goal is to ensure that hydrogen development takes place in a coordinated and integrated way across borders.
Finland’s rapid momentum
This year’s H2 Summit demonstrated how quickly Finland has strengthened its position in the hydrogen sector. With strong political backing and industrial leadership from companies such as ABB, Gasgrid Finland and P2X Solutions, the country has taken significant steps forward. During the event, a national hydrogen roadmap was formally handedover to the responsible minister.
The conference gathered a broad European audience and clearly showed that the market is moving from strategy to implementation.
BaHyRa activities in Tampere
During the summit, BaHyRa and the Baltic Sea Region Hydrogen Council:
- Hosted a joint exhibition booth
- Presented the project on the main stage
- Delivered a pitch highlighting Sweden as an attractive hydrogen investment destination
- Conducted the project’s formal kick-off meeting with partners
In addition, hydrogen representatives from several Nordic and Baltic countries met to discuss how the region can strengthen its common voice at EU level.
Next Steps
Following the launch in Tampere, BaHyRa will continue its work throughout 2026–2027 to deepen regional cooperation, strengthen policy dialogue and position the Baltic Sea region as a key contributor to Europe’s emerging hydrogen economy.
